The NCIO’s mandate includes combating corruption as a core pillar of democratic reform. The following measures are designed to restore public trust, strengthen institutions, and end the culture of impunity that has plagued Iraq for decades.
1. Strengthen Independent Institutions
✅ Establish a Truly Independent Anti-Corruption Commission
- Remove political interference in appointments.
- Grant full investigative and prosecutorial powers.
- Fund it directly through the federal budget, not ministries.
✅ Empower the Board of Supreme Audit (BSA)
- Mandate public disclosure of all government audits.
- Require the BSA to report directly to Parliament, not the executive.
- Protect auditors from retaliation.
✅ Reform the Judiciary
- Create a specialized Anti-Corruption Court with trained judges and security.
- Ensure judges are appointed based on merit, not political loyalty.

2. Transparency in Public Finance
✅ Publish All Government Contracts
- Make all contracts above $50,000 publicly available online.
- Include details: parties, value, scope, performance reports.
✅ Implement Open Budgeting
- Publish the national budget in accessible formats (Arabic and Kurdish).
- Allow civil society to monitor spending in real time.
- Require quarterly financial reports from all ministries.
✅ End Cash-Based Transactions in Government
- Shift all payments (salaries, contracts, pensions) to digital banking.

3. Accountability for Public Officials

- Declarations must be publicly accessible and verified by an independent body.
- Unexplained wealth should trigger investigation.

- Establish a Conflict of Interest Commission with enforcement power.

4. End the Culture of Impunity

- Investigate militia-controlled banks, currency exchanges, and smuggling rings.
- Freeze accounts used for illicit financing.
5. Empower Civil Society & Media

- Fund independent media outlets focused on accountability.
- Protect journalists from arrest, harassment, and violence.
✅ Strengthen Civil Society Organizations (CSOs)
- Support groups like the NCIO that monitor government performance.
