Stability in the Middle East cannot be outsourced to militias, foreign bases, or corrupt elites.
It must be built — from the ground up — by a free, sovereign, and democratic Iraq.
The National Council of Iraqi Opposition (NCIOIQ.ca) — representing Iraqi democratic forces in exile and at home — declares that regional peace is impossible while Iraq remains a playground for foreign powers and armed factions.
We are not a government.
We are not a militia.
We are the voice of millions of Iraqis — inside the country and across the diaspora — who refuse to accept:
- A state where ministers steal while children starve.
- A parliament that protects killers, not citizens.
- A “sovereignty” that bows to Tehran, Ankara, or Washington — but ignores Tahrir Square.
We Call Upon:
✅ Canada & the West — to recognize the legitimacy of Iraq’s democratic opposition, not just its corrupt institutions. Redirect aid from Baghdad’s elite to Iraqi civil society and independent institutions.
✅ Iran & Turkey — to end military interference. Withdraw advisors, weapons, and proxies. Respect Iraq’s borders — not just your interests.
✅ The United States Congress — to repeal the 2002 AUMF, end combat presence, and support Iraqi-led civilian transition — not endless military entanglements.
✅ Gulf States — to invest in Iraqi schools and hospitals — not sectarian TV channels and militias.
✅ The United Nations — to facilitate a national reconciliation conference — led by Iraqis, not foreign powers.

Dear Senator/Representative,
On behalf of the National Council of Iraqi Opposition (NCIOIQ.ca) — a Canada-based coalition of Iraqi democratic dissidents, civil society leaders, and victims’ advocates — we write to urge your leadership in aligning U.S. policy with the true aspirations of the Iraqi people: freedom, sovereignty, and civilian rule.
The current Iraqi government — dominated by Iran-aligned militias and corrupt elites — does not represent the will of the Iraqi people. The January 2020 parliamentary resolution calling for foreign troop withdrawal remains unimplemented. The 2002 Authorization for Use of Military Force (AUMF) remains dangerously outdated.
We respectfully request your support for:
- Immediate repeal of the 2002 Iraq AUMF — which no longer reflects strategic or moral reality.
- Conditionality of U.S. aid — tied to progress on judicial independence, militia disarmament, and anti-corruption reforms.
- Formal recognition and engagement with Iraqi democratic opposition forces — including NCIOIQ.ca — as legitimate interlocutors for Iraq’s future.
- Support for civilian institution-building — not military infrastructure — through direct partnerships with Iraqi civil society, independent media, and trauma recovery centers.
As Iraqis in exile — many of us in Canada — we do not seek foreign intervention. We seek foreign respect. Respect for our right to choose our leaders. Respect for our laws. Respect for our dead.
