A free, united, civil, and democratic Iraq — governed by its Constitution, the rule of law, human rights, and equal citizenship for all its people.
This is not a dream. It is a duty.
And it is within reach.
🔍 The Current Reality
Today, Iraq stands at a crossroads.
On one path:
- Continued sectarian division
- Militia dominance
- Systemic corruption
- Foreign interference
- Youth emigration
- Suppression of dissent
On the other path:
- A civil state based on citizenship
- Democratic institutions accountable to the people
- Justice and transparency
- Empowered women and youth
- Sovereignty and dignity
The choice is ours.
🛡️ Core Pillars of Iraq’s Future
1. A Civil State (Not a Sectarian One)
- No more political quotas based on sect or ethnicity.
- Equal rights for all: Arabs, Kurds, Turkmen, Yazidis, Christians, Shabaks, Mandaeans, Kaka’i.
- Religion is a personal matter — not a tool of governance.

2. Rule of Law Over Rule of Arms
- Disarm all militias operating outside state control.
- Strengthen an independent judiciary.
- Hold all criminals accountable — no one above the law.
“When a militia commander gives orders, but a judge stays silent — the state has fallen.”
3. End Corruption, Recover Stolen Wealth
- Establish a truly independent Anti-Corruption Commission.
- Publish all government contracts and budgets online.
- Launch a National Asset Recovery Initiative to bring back billions stolen from the people.
“Every dollar stolen is a stolen future for an Iraqi child.”
4. Empower Women & Youth
- Guarantee women’s full participation in politics, economy, and society.
- End child marriage and domestic violence.
- Create jobs and leadership opportunities for youth.
- Invest in education, not destruction.

5. Protect Human Rights & Free Speech
- Stop the assassinations of activists, journalists, and artists.
- Release political prisoners.
- Protect freedom of expression, assembly, and press.
“A nation that fears its own voice cannot call itself free.”
6. Relieve Displacement & Restore Justice
- Support the safe, voluntary return of 1.2 million displaced Iraqis.
- Provide reparations for victims of ISIS and war crimes.
- Rebuild homes, schools, and communities.
“Return is not just physical — it is justice, dignity, and healing.”
7. Strengthen Civic Education
- Teach citizens their rights under the Constitution.
- Train youth in democracy, digital literacy, and peaceful activism.
- Combat disinformation and propaganda.
“An informed citizen is the first line of defense for democracy.”
🤝 The Role of the Iraqi Diaspora
The Iraqi-Canadian community is not separate from Iraq’s future — it is part of it.
As a Canadian-registered civil society organization, the NCIO will:
- Advocate before Global Affairs Canada and Parliament.
- Support refugee integration and mental health.
- Build bridges between Iraqis at home and abroad.
- Share expertise in governance, law, and public administration.
We are not enemies of Iraq — we are its defenders.

- The Iraqi Government to uphold the Constitution, end corruption, and protect citizens.
- Global Affairs Canada to support Iraqi civil society through funding and diplomacy.
- The United Nations to monitor human rights and support transitional justice.
- Parliamentarians to recognize the NCIO as a credible voice of Iraqi-Canadians.
- The Iraqi People to organize, speak up, and demand change — peacefully and proudly.
